I don’t know if these medical reasons are accurate but if they are he should step down or be dismissed. Government is the only place you can be old or incompetent or infirm and keep job forever he’s out of shape maga. Make him an ICE agent and have him wait to get paid
After one experiences a stroke, that person, whose brain has been impacted by loss of blood or oxygen dies. The ability to empathize diminishes. A neurologist shared this information with me. He apparently had a few strokes, thus he can no longer empathize. Sad. So very sad.
